Celebrating Three Days of Color & How to Make Kites at Home (6, 7 & 8 February)

This year, Basant will be celebrated in Lahore for three days — 6th, 7th, and 8th February, bringing back memories of vibrant skies filled with colorful kites.
In this blog, we will briefly talk about Basant traditions and then learn how to make kites at home in a simple way.
🌼 What is Basant?
Basant marks the end of winter and the beginning of spring.
In Lahore, it has traditionally been celebrated with:

🪁 How to Make a Kite at Home (Step-by-Step)
Making a kite at home is fun, easy, and a great activity for kids and adults alike.
🧰 Required Materials

Thin kite paper or colored tissue paper

Two bamboo sticks (one long, one short)

Thread (for tying the frame)

Glue

Scissors
-
Kite string (manjha or cotton thread – safe string only)
✏️ Step 1: Make the Kite Frame

Take the longer stick and keep it vertical

Place the shorter stick horizontally about one-third from the top

Tie both sticks firmly using thread to form a cross shape
🧵 Step 2: Shape the Frame

Tie a thread around all four ends of the sticks

Pull the thread slightly tight to give the kite its classic diamond shape
📄 Step 3: Paste the Paper

Place the frame on the colored paper

Cut the paper slightly larger than the frame

Apply glue on the sticks and fold the paper edges over the frame

پتنگ بازی کے لیے جاری کردہ این او سی
پنجاب بازی انڈسٹری کے حوالے سے
پتنگ بازی کے انعقاد کے لیے ضلعی انتظامیہ کی جانب سے شہریوں کو این او سی (No Objection Certificate) جاری کیا گیا ہے۔
1۔ قانونی پابندی
تمام سرگرمیاں پنجاب حکومت کی جانب سے جاری کردہ قوانین، ضوابط اور ہدایات کے مطابق ہوں گی۔
2۔ خطرناک پتنگ بازی پر پابندی
دھاتی، کیمیکل، نائیلون ڈور یا کسی بھی قسم کی خطرناک ڈور استعمال کرنے پر مکمل پابندی ہوگی۔ خلاف ورزی پر سخت کارروائی عمل میں لائی جائے گی۔

3۔ شور و غل پر پابندی
اونچی آواز میں موسیقی، لاؤڈ اسپیکر یا ڈی جے سسٹم کے استعمال پر پابندی ہوگی۔

4۔ ہوائی فائرنگ پر پابندی
ہوائی فائرنگ یا کسی بھی قسم کے اسلحے کے استعمال پر مکمل پابندی ہوگی۔

5۔ ہوائی ڈرون پر پابندی
کسی بھی قسم کے ڈرون یا فضائی آلات کے استعمال کی اجازت نہیں ہوگی۔
(پاکستان پینل کوڈ 1860، دفعہ 290، 292-A، 509)
6۔ حفاظتی اقدامات
i۔ پتنگ بازی کے لیے حفاظتی اقدامات کو یقینی بنایا جائے۔
ii۔ بجلی کی تاروں، سڑکوں اور عوامی مقامات کے قریب پتنگ بازی سے گریز کیا
جائے تاکہ کسی جانی یا مالی نقصان سے بچا جا سکے۔
حفاظتی انتظامات لازمی ہوں گے۔
7۔ ممنوعہ علاقے
ایئر پورٹس، فضائی راستوں، حساس تنصیبات، بجلی کی تاریں اور تنصیبات کے آس پاس پتنگ بازی کی اجازت نہیں ہوگی۔
8۔ چھتوں پر پابندی
ایسی چھتوں پر پتنگ بازی کی اجازت نہیں ہوگی جہاں حفاظتی انتظامات مکمل نہ ہوں یا گرنے کا خطرہ ہو۔
9۔ اوقات کار
پتنگ بازی صرف دن کے اوقات میں کی جا سکے گی، یعنی صبح 10 بجے سے شام 4 بجے تک۔

10۔ ذمہ داری
این او سی ہولڈر کسی بھی حادثے، نقصان یا قانون شکنی کا خود ذمہ دار ہوگا۔
11۔ جرمانے اور سزائیں
ضابطہ اخلاق کی خلاف ورزی پر این او سی منسوخ کر دیا جائے گا اور قانونی کارروائی بھی کی جا سکتی ہے۔
12۔ پابندی کی حیثیت
ضابطہ اخلاق کی خلاف ورزی کی صورت میں اجازت نامہ فوری طور پر منسوخ ہوگا۔
